Nancy Bardawil built a massive, steampunk-inspired observatory, trapping John Rzeznik in a tower of telescopes to visualize City of Angels' concept of unseen guardians watching human lives unfold below. Rzeznik wrote the song — in the unusual B-D-D-D-D-D tuning that gives it its ringing resonance — during writer's block so severe he considered quitting music; it spent a record 18 weeks at number one on the Billboard Hot 100 Airplay chart.
